Leading the Way: PASSHE's Strategic Plan


The Pennsylvania State System of Higher Education has crafted a new, long-range strategic plan that will allow PASSHE’s Board of Governors to articulate its vision for PASSHE and its 14 universities, and will serve as PASSHE's guiding document.

Work on the plan began in 2003 and has involved a wide range of PASSHE constituencies, including the university presidents and other administrators, as well as faculty, staff and students from each of the campuses. The campuses have provided their input into the process through their University Planning Councils and their designees to the Strategic Planning Advisory Committee.

The advisory committee was appointed in December 2003 and is made up of representatives from each of the universities. It includes university provosts, various other vice presidents and presidential assistants, social equity officers and faculty members. The committee has worked closely with the Office of the Chancellor on the development of the new strategic plan.

The new strategic plan focuses on five key areas, for which strategic goals and objectives were developed. They are:

  • Student success and achievement
  • Excellence in educational quality
  • Service to the Commonwealth
  • Resource stewardship
  • Public leadership
The advisory committee, with input from the various constituencies, has developed strategic goals and objectives in each of the key areas.
