Private Developers - Privatized Student Housing


The PASSHE Board of Governors’ policy is that new construction for student housing requirements be explored and satisfied through private development to the extent feasible. Development is generally by a viable, supporting 501(c)3 tax-exempt affiliated organization. Development may be either off campus or on campus (with lease of the site to the tax-exempt affiliated organization).

In 2001, the State System established an initial list of pre-qualified private developers for these projects through a competitive Invitation to Qualify (ITQ) process. The Construction Support Office (CSO) maintains the ITQ, evaluates the prospective developers, and maintains the list of pre-qualified developers. The ITQ is not closed; developers may respond, and if qualified, be added to the list.

Developers are invited to submit an application to become qualified. Three (3) copies of an application must be prepared in accordance with the attached Invitation to Qualify (ITQ).

Development and administration of projects are the responsibility of the individual tax-exempt affiliated organizations. CSO does not maintain any oversight of ongoing projects, nor do they participate in project development or administration. Questions about specific projects should be addressed to the applicable 501(c)3 tax-exempt affiliated organizations.
