Mission Statement
The Office of Human Resources and Labor Relations provides leadership for and works in partnership with universities to establish, implement and improve human resource management policies and practices for the Pennsylvania State System of Higher Education. The office also provides centralized labor negotiations, grievance and arbitration services. In addition to these System-Wide Human Resources, the office provides human resource management services for the employees of the Office of the Chancellor.
