Mr. McGinn is a lifelong resident of Delaware County, where he served as sheriff from 2003 through 2013, when he was appointed as the Delaware County liaison to the Southeast Pennsylvania Regional Task Force for Homeland Security. He is a certified homeland protection specialist and a graduate of the Naval Postgraduate School's Homeland Security Executive Leadership Program. He assisted in the creation of the Southeast Pennsylvania Sheriff's Caucus, which has helped to reduce costs and improve services through the utilization of synergies across county lines. Mr. McGinn is past member of the National Sheriff's Association Homeland Security Committee and a U.S. Army veteran, having served in the Vietnam War. In recognition of his service, Mr. McGinn was awarded the National Defense Service Medal, the Vietnam Service Medal with 2 Stars and the Good Conduct Medal. He earned a Bachelor of Science in Education degree from Temple University and Master of Education degree from Cheyney University of Pennsylvania. He is retired from Delaware County Community College as an associate professor in the technology cluster, where he developed curriculum and course materials in the Math, Science and Engineering Department.
