Retaining the State System's position as the most affordable of all four-year colleges and universities in the Commonwealth has been and will continue to be a guiding principle of the State System. With personnel costs accounting for nearly three-fourths of the State System operating budget, the Human Resources and Labor Relations Division plays an especially important role in helping to ensure the State System makes the most efficient use of its available resources. The division works closely with the university leadership and human resources offices, providing a variety of system-wide services and sharing best practices. Making the most of available resources is especially important in challenging economic times and requires a work environment that fosters respect among coworkers and inspires excellence within the State System community. All of these efforts are geared toward the ultimate goal of providing students a quality, affordable education that will result in a lifetime of success.

State System universities have an obligation to enhance the quality of life of their host communities and to help improve local and regional economic conditions.  ​Through its efforts to encourage and support an inclusive and engaged work environment, the Human Resources and Labor Relations Division is focused on ensuring that our campuses are places where students, faculty, and staff can flourish and become important contributors to their communities.
