Andy joined the State System in 2004 after spending more than three years with a small litigation firm in Harrisburg, where his practice concentrated in the areas of insurance defense and civil litigation.  Prior to entering private practice, Andy was the Executive Deputy Prosecutor in the Crimes Against Children Unit in the York County District Attorney's Office, where he was responsible for prosecuting felony and misdemeanor child physical and sexual abuse cases.  Andy became Acting Chief Counsel in July of 2013 and was appointed Chief Counsel in March of 2014.

Jacqueline joined the State System in 2006 after serving twelve years as Solicitor for the City of Pittsburgh.  Prior to her appointment as Solicitor, Jacqueline practiced public and real estate finance as well as corporate law with Giant Eagle, Inc., the firm of Rose, Schmidt, Hasley & DiSalle, the Pennsylvania Housing Finance Agency and the State Public School Building Authority.

Mike joined the State System in 2006 after spending almost four years with a small litigation firm in Harrisburg, where his practice concentrated in the areas of insurance defense, criminal appeals, and civil litigation.  Mike also serves as a court-appointed arbitrator in Dauphin County.  Prior to entering private practice, Mike was a Deputy District Attorney in both Dauphin and Cumberland Counties.  Prior to law school, Mike worked with delinquent children as both a juvenile probation officer in Dauphin County and with the Abraxas Foundation.

Jill  joined the State System in June of 2008 after twelve years with the Pennsylvania  Department of Corrections.   There she worked as an attorney concentrating in government contracting, policy review and regulations as well as a Special Assistant to the Secretary and as Director of Staff Development and Training.   Prior to working for the Department, she worked for three years in a small private law firm concentrating in labor law and zoning and served as a law clerk to the Honorable Madaline Palladino of the Commonwealth Court of Pennsylvania.

Areas of Concentration: Liaison to the State System Police Chiefs, Coordinator of University Legal Counsel Speaker's Bureau, labor and employment law.

Suzy joined the State System in July of 2008 after spending almost five years in private practice with firms in Pennsylvania and Colorado, where she concentrated her practice in the areas of land development, real estate and corporate law.

Cathy joined the State System in January 2011 after eleven years with the Governor's Office of General Counsel.  There she worked as a special assistant to the General Counsel in the day-to-day operations of the office, as an attorney concentrating in ethics issues, contracting matters, emergency preparedness, and Right-to-Know Law Matters, and as a special assistant to the Governor focusing on capital projects.  Prior to working for the Office of General Counsel, she served as a staff attorney for the Pennsylvania Office of Inspector General concentrating on background investigations and general investigative matters.

Ann joined the State System in January 2011 after spending almost fourteen years in the Pennsylvania Department of Education's Office of Chief Counsel, where she worked on a variety of educational initiatives and represented the Department in civil and administrative litigation.  Ann also served as a law clerk to the Honorable James R. Kelley, Commonwealth Court of Pennsylvania.  Prior to entering law school, Ann was a high school Spanish teacher.

Mary Ann joined the State System in 1998 as a legal secretary and litigation assistant.  In 2002 she became a Paralegal and in 2003 a Paralegal Supervisor.  In 2004 Mary Ann became the office administrator.  Prior to coming to the State System, Mary Ann worked for 13 years in private sector legal offices, as well as in property management and the medical field.

Meg joined the Office of Legal Counsel in March 2012 and is located on the campus of West Chester University.  Prior to joining the State System, Meg worked as an Assistant District Attorney with the Chester County District Attorney's Office and as an associate at Montgomery, McCracken in Philadelphia in the commercial litigation department.  Meg also worked as a law clerk for the Honorable Ronald C. Nagle of the Chester County Court of Common Pleas.

Julie joined the State System in March of 2014 as a Paralegal.  Prior to coming to the State System, Julie worked for 7 years in private sector legal offices as a paralegal in the areas of family law, criminal law, estate administration and real estate.  Julie was a teacher prior to entering into the legal profession.
Provides support to attorneys in litigation, appellate proceedings, administrative review and regulation, or transactions law; performs research and drafting of legal documents; and assists counsel during hearings, trials and settlements.

Joe joined the State System in 2014 after twenty-one years with the Pennsylvania Department of Education (PDE), including more than three years as Chief Counsel.  At PDE, Joe focused on administrative litigation, school finance, school safety, charter schools, the Americans with Disabilities Act, and legislative matters.  Prior to joining PDE, Joe served a two-year clerkship with the Honorable Alice M. Batchelder during her service on the U.S. District Court for the Northern District of Ohio and after her elevation to the U.S. Court of Appeals for the Sixth Circuit.
