Dr. Duane D. Milne
Prior to assuming leadership of THIS, Dr. Milne worked at West Chester University for over 20 years both as a political science professor as well as in administrative roles. Professor Milne has taught at both the undergraduate and graduate levels; he earned multiple teaching awards and was granted tenure. He fulfilled administrative capacities at the university, including as director of an organizational management graduate level program and as coordinator of undergraduate internship programs. University service includes terms on the faculty senate and engagement in an array of government relations initiatives.
Dr. Milne has authored articles and reports focused on topics of public sector management and public administration. Additionally, he regularly presents at professional conferences. Active in the American Political Science Association, he chairs the Practitioner Political Scientists section and serves on the executive board of the Federalism and Intergovernmental Relations Division. Dr. Milne writes opinion pieces for the press as well as provides expert commentary for the media.
Dr. Milne applies a wealth of real-world political experience in the political science classroom. As Representative Milne, he was elected to and served six terms in the Pennsylvania House of Representatives. Representative Milne's portfolio of assignments included the Budget, Education and Finance committees. Preceding his initial election, he had served as a political party committeeman for 16 years. In addition, for 25 years, he has worked on dozens of candidates' campaigns for local, state and national offices. He has taken part in floor operations at two presidential national conventions.
Long dedicated to community service, he has volunteered extensively over the years through church, his son's school activities, youth sports coaching, and Scouts. Dr. Milne serves the nation as an officer in the Army Reserve. During his rotations, he has led as unit commander as well as been awarded achievement medals and commendations. As an organizational consultant in Asia, Dr. Milne acquired broad global experience through business projects in China, Japan, South Korea and the Philippines. His international background also includes coordinating the visits of delegations from abroad to the United States.
Duane is a lifelong resident of the Malvern area, where he lives with his wife, Jean, and their son, Alexander. He attended the Great Valley School District. Subsequently, he graduated with Honors from the College of William and Mary and then earned a Ph.D. with a Distinction in Public Administration from the University of Delaware. A sports and exercise enthusiast, Duane often can be seen running in local races to support charitable causes, and he counts five marathon finishes as a point of pride.
