For those impacted by the recent adjustments in enrollment at Howard University, we
know it can be unsettling to have your plans change at the last minute. We want to
help you find a home at one of Pennsylvania’s 10 state universities that are part
of PASSHE.
Pennsylvanians who were enrolled at Howard University for Fall 2026 but will not be
attending can come home to PA and start their higher education journey. You will receive
expedited admissions support and, as a PA resident, you are guaranteed an in-state
tuition rate of $8,338/year. You may be eligible for up to $900 in fee waivers, and
other financial aid may be available through PHEAA, which provides state grants for
PA residents.
