Krapsho Acting Vice Chancellor for Human Resources and Labor Relations

Thomas M. Krapsho, who has served as Director of Labor Relations for the Pennsylvania State System of Higher Education (PASSHE) since July 1997, has been named Acting Vice Chancellor for Human Resources and Labor Relations.

Mr. Krapsho will oversee the Human Resources and Labor Relations Division in the Office of the Chancellor. The division is responsible for administering employee benefits and other programs involving PASSHE’s approximately 12,400 employees, for conducting System wide labor negotiations and for overseeing the Office of Diversity and Equal Opportunity.

As Director of Labor Relations, Mr. Krapsho was responsible for negotiating and administering collective bargaining agreements covering the majority of PASSHE’s 10,000 unionized employees and for administering several grievance and arbitration procedures. He has nearly 35 years of experience in labor relations, contract negotiations, contract administration and human resource management.

Prior to joining PASSHE Mr. Krapsho served for five years as Deputy Executive Director for Operations of the Pennsylvania Civil Service Commission, where he directed and supervised the office’s operational functions, including test development and administration, recruitment, application evaluation, training and investigations. He also served for three years as Director of the Bureau of Audit and Technical Services in the Commonwealth’s Office of Administration and for more than a decade as Chief of Contract Negotiations and Administration in the Commonwealth’s Bureau of Labor Relations.

Mr. Krapsho holds a bachelor’s degree from Wilkes College in Wilkes-Barre and a Master of Public Administration degree from Pennsylvania State University. He also has participated in the Program for Senior Executives in Local Government at the John F. Kennedy School of Government at Harvard University and has taken additional post-graduate courses at both Penn State and the University of Pennsylvania’s Wharton School of Business.

He is a member of the Harrisburg Area International Personnel Management Association, having served two years as president, the Industrial Relations Research Association and the Academy for Academic Personnel Administration.

With more than 107,000 students, the Pennsylvania State System of Higher Education is the largest provider of higher education in the Commonwealth. The 14 PASSHE Universities offer more than 250 degree and certificate programs in more than 120 areas of study. More than 405,000 PASSHE alumni live and work in Pennsylvania.

The state-owned universities are Bloomsburg, California, Cheyney, Clarion, East Stroudsburg, Edinboro, Indiana, Kutztown, Lock Haven, Mansfield, Millersville, Shippensburg, Slippery Rock, and West Chester Universities of Pennsylvania.
