The Treasury Office administers a capital management operation by procuring low cost financing, optimizing investment return, and managing finance programs efficiently. The core services provided include:

  • Managment and funding of the financing of System, university, and Office of the Chancellor projects through the issuance of tax-exempt and taxable bonds; engaging in refunding opportunities to minimize the cost of capital.
  • Provision of cash management products through procurement of central banking that includes checking accounts and investment services and credit card merchant services.
  • Procurement, oversight, and implementation. of the commercial card program.
  • Investment of the State System's operating capital, including investment policy compliance and reporting.
  • Vendor relationship management with banking, commercial card provider, and financial advisor.
  • Managment and maintenance of the computerized bond accounting system, automating bond entries for all university bond projects, processing bond requisitions, and calculation and collection of biannual debt service payments.
