Summary

The System Payroll office provides payroll management and administration on behalf of all State System universities and the Office of the Chancellor. 

Scope of Services

The scope of services includes supporting and managing a centralized payroll system that processes SAP information and produces payroll documents for employees and student workers; processing and distributing pay and time and attendance reports; provide payroll assistance to university staff; managing compliance with payroll requirements by analyzing, reviewing, and remaining current with IRS tax regulations and reporting requirements, the Fair Labor Standards Act, federal and state laws, Commonwealth of Pennsylvania Management Directives, Executive Orders, and Administrative Circulars; implementing payroll-related aspects of collective bargaining agreements, side letters, and arbitrations, and ensuring ongoing compliance; develop, implement, and ensure compliance with payroll-related System policies, procedures, and standards; ensure that the payroll system is compliant with system audits and validation, and that all deductions, tax and earning rates, and other changes are correct; manage the printing and delivery of paper Form W-2s, pay checks and direct deposit statements.

Roles and Responsibilities

  • Program, procedure and policy development and administration
  • Procurement of vendors by securing competitive bids via the request for proposal process.
  • Vendor contract development and management, and vendor performance monitoring and management
  • Coordination of technical requirements, changes, and business unit testing
  • Regulatory monitoring, reporting and compliance
  • Interpretation and implementation of legal and labor requirements and changes
  • Training for university payroll staff
  • Provide guidance, troubleshoot, research, and resolve complex payroll issues escalated by university payroll staff
  • Development of employee communication materials, and centralized distribution of materials when appropriate
