Department of General Services Contracting Resources

The Pennsylvania Department of General Services (DGS) provides shared services to support the business operations of all Commonwealth of Pennsylvania agencies.

Those services include:

  • eMarketplace is the Commonwealth’s online portal for procurement opportunities, contract awards, and related information. It is a centralized platform where suppliers can access bidding opportunities, monitor contract statuses, and stay informed about upcoming procurements.
  • COSTARS is the Commonwealth’s cooperative purchasing program designed to help local governments, non-profits, and other public entities access state-negotiated contracts for goods and services. It allows eligible organizations to take advantage of the state's buying power to obtain better pricing and terms on a wide range of products and services. The program is meant to streamline the purchasing process and ensure that public entities can procure what they need efficiently while saving money.
  • The Invitation to Qualify (ITQ) program establishes statewide contracts for selected services that the State System can utilize to procure services more quickly. By qualifying for an ITQ contract, suppliers will receive specific requests for quotes or requests for proposals when the State System utilizes the ITQ contracts.
