Summary

This shared service provides classification and compensation management, support, and consultative assistance on behalf of all State System universities and the Office of the Chancellor.

Scope of Services

The scope of services includes centralized administration and management of the nonrepresented employee merit increase program; review and classification of senior level positions; guidance, consultation, and training provided to university staff with respect to classification and compensation matters.

Roles and Responsibilities

  • Compensation and classification program, procedure and policy development and administration
  • Review and classification of senior-level management positions
  • Review, analysis, and recommendations for university president compensation
  • Consult with university HR staff to provide guidance, troubleshoot, research, and resolve complex classification or compensation issues
  • Training for university HR staff
  • Interpretation and implementation of legal and labor requirements and changes
  • Regulatory monitoring and compliance
  • Completion of annual salary surveys (e.g., CUPA-HR)
  • Provides SCUPA classification arbitration advocacy and assistance, and serves as an arbitration panel member.
  • Procurement of vendors by securing competitive bids via the request for proposal process
  • Vendor contract development and management, and vendor performance monitoring and management
  • Development of employee communication materials, and centralized distribution of materials when appropriate
